Meaning Germany and Europe must decide for their own policies. They must not cooperate with USA. Europe and Germany must create PESCO European independent Military. This military is not allowed in Middle East. PESCO will defend Europe without reliance on USA. Germany must improve relations with Russia. Germany and Russia must cooperate on many projects. Germany must join Eurasian Economic Union. Capital and Headquarter of Eurasian Economic Union must permanently relocate to Iran between Persian Gulf and Caspian Sea.
