How to build Territories of Iran

We want to create a system to develop and build New Territory of Iran. I have been told Iran is sanctioned and cannot pay for development of new territories. Specially since I have 72 Nations. Some of my Nations are several Countries. For example, I have Uganda, Kenya, Ethiopia, Somalia, Sudan, South Sudan, Djibouti, Eritrea, and Egypt. They are only One of 72 Nations I have. So Iran can not afford developing and building my 72 Nations. My 72 Nations are Provinces of Iran. The Capital City is in Iran. About creating a mechanism to build and develop my 72 Nations I have a plan. Iran produces industrial Machineries, construction Machineries, tractors, industrial parts, electric equipment, computers, and industrial products. The 72 nations of Iran will purchase these equipments and construction Machineries from Iran. The 72 Nations must pay Iran to purchase these equipments from Iran. They must also provide parts and supplies to Iran to help Iran to build them. They must also help Iran avoid sanctions and create a trade system beneficial to Iran. Meanwhile, Iran will sell these equipments to these nations so they can build, develop, and industrialize. The priority is Iran. Meaning Iran has always has priority when waiting for equipments, Machineries, Supplies, computers, electric equipments, industrial products, and etc. We must Industrialize Iran at max efficiency and max capacity. The second priority is Afghanistan, Iraq, Syria, Middle East, Caucuses, Central Asia, Turkey, Arabian Peninsula, Egypt, Somalia, Sudan, Egypt, and Pakistan. The third priority is Libya, Algeria, Balkan, South Of Italy, West China, and West Russia. Then there are other priorities whom Iran knows. I have many more Nations. These Nations will purchase things I said from Iran. Then they will use them to develop and build their towns, City, Province, and Nation. Then they use the system to produce and manufacture. Then they trade with Iran and other members of 72 Nations to produce money. Everyone pays tax to Iran. So Iran collects tax from everyone. This money will be used for other projects. This is what we do to develop 72 Nations of Iran. We also build construction material factories in Territories of Iran to produce construction material for infrastructure building projects. Nations around the world and territories will provide mines, resources, and material to use for building infrastructures, machineries, and industrial products. Iran must not sell material, mined materials, raw resources, and low processed good. Iran must import such goods from territories and 72 Nations. Now 72 Nations are provinces of Iran. Military Alliance of Middle East

We want to expand Imam Khomeini Port in Iran. It is sea and trade port in South of Iran. We want to create efficient cargo load and unload robotic or/and machination system in Imam Khomeini port. It will automatically find cargo container and load it by power of robots or/and machine. It will make transit faster. We also build a a cargo air port and air port directly on the sea port.
