I need this on the desk of Next USA President in his first day in Office

 I am writing this under oath to have interests of United States of America in Mind,

I need America to write an extensive new set of regulations for economic activities, transit, and environment. Now we are starting with regulations on Taxation. There should be series of taxes on economic activities in USA to ensure there are safety for different business.These taxes ensure the businesses are not destroyed by others doing the same thing in a different way (classified information) which may lead to mass unemployment in other Large cities or American communities such example would be use of Robotics for manufacturing. Robotic manufacturing  in America must be heavily taxed or American workers, economy,, and public will forever change. We also have issue of transit in America but the details of future activities is not know to me.. But to give you and example of past regulations to ensure American shipping Industry survives it is banned to use foreign ships when shipping from one American port to another. We also need to have such laws and regulations for protecting different American states. We must ensure activity in one American state does not harm activities, environment, public, or economy in other American states. Then we get to environmental issue. For example, there are factory with high quality environmental safeties producing environmental friendly product. To ensure these factories can stay open we must protect them from other pollution causing factories producing same product cheaper.   Then it most be either be banned to have cheaper and less environmental friendly factory anywhere in America or it most be taxed heavily when the factory lacks the high tech environmental safety in place. It ensures environmentally friendly factories can thrive and increase their number. It protects those who are using and developing environmental friendly technology. It increases confidence in investment for such technologies. It is also going to in long term have economic benefits for American interests and securities. But the environmental safeties are not about CO2 emission. We are not talking about limiting CO2 production. We are only talking about when it is about factories producing OTHER DANGEROUS GASES, dirty poisons, Chemicals, or Biologically toxic wastes. CO2 emission is not important because we are plating millions of square kilometers of forests and jungles all over planet earth only since spring this year. (Briefing:"It is far larger area."). Current storms bringing rain to India, Middle East, and other regions will ensure there will be rapid increase in amount of Forests and Jungles. Forests and Jungles consume CO2 and Produce Oxygen. It is how we reduce CO2 by Planting new Forests. I need the work on development and writing of these new regulations and taxes to start now. It is  part of long term American plans. To brief you I must say We are removing Trump from Power. He is not going to be two term President. We must say with high confidence Joe Biden will be next American President. We are certainly open to Elizabeth Waren and Berny Sander but they will not win against Trump. We will be bringing a Democratic President to Office who will push for submission of new Taxation, Environmental, and other regulations to Senate and Congress. But I can't wait until 4th year of his Presidency for the new regulations to be ready It takes over a thousand people and over 10 billion dollar o spent on investigation, research, and Planing to develop these new technologies. I am giving America Executive Directive under authority of the all seeing EYE and The Great Seal of the United States of America to Federal Government of America to start development of all of the new regulations for Taxation, Economic activities, Environmental production, and transit. It must be on the Desk of Next President of United States of America in his first day in Office.
